This project is about the reconstruction programme, done by the Indian Government after the Indian earthquake Tsunami 2004.

Based on a theoretical framework, including the interrelations of emergency planning and planning theories as well as the aspect of power, the context of the Government Reconstruction Programme is analysed, focusing on the shelter reconstruction in South Andaman, Port Blair region.


In order to understand the programme and its complexities, relevant processes regarding emergency planning are presented, while placing them in the structure of planning theory paradigms. Power relations are playing a crucial role in the face of the disaster recovery, reaching from governmental institutions to international and/or humanitarian organisations and communities. Beside different interests and proper assessments, community involvement is also shaping the success of the reconstruction programme implementation.
